There's zero chance of the "Spectic tank" find working - missing the end plates indicates that someone opened it up, likely to try and fix it, gave up and stuck in a cupboard (or Septic Tank!) to be forgotten about for the last 30-40 years.
The other one is from a dealer famed for his "optimistic" pricing, he'll wait until someone, desperate for a MTX, stumps up the crazy price

I've seen people restore 1980s computers in a worse condition, but no, you would have to be mad to pay that price for a machine in that condition.
